Abstract

Indonesia's Democracy in Post-Soeharto era describes an oligarchical political pheneomenon by which is currently known as the oligarchic regime. The regime is marked by the strengthening of business and political relations that places those who have more material resources as dominant figures in the local political arena. Recently, this phenomenon is easily found in some regions along with the opening of decentralization in Indonesia and free electoral politics signed by money politics. One of them is now found in Batu Town, East Java. This research aims to recognize the oligarchical political structures in Batu as well as how it works in the policy making context. This study is conducted in Batu Town. It uses qualitative descriptive method. This study used the oligarchy theory of Winters and Robison-Hadiz. It finds that there is an oligarchic phenomenon in Batu which resembles the collective power oligarchy and civilian oligarchy types from Winters as well as the predatory oligarchy from Robison and Hadiz. This study also reinforces the discovery of former researchers in the same field of oligarchy issue. However, the gap of knowledge which is found by this research is the operations of oligarchy in local regime in the context of power abuse in tax paying cases undertaken by the Mayor. This research also discovers the phenomena of local oligarchic power relating to corrupt practices.
