Abstract

The implementation of regional autonomy has actually been carried out in many other countries besides Indonesia. This regional autonomy is intended to give regional governments authority to manage their own regions, including in the economic sector, because regional governments are considered to know their respective regions better so they can develop their regions through the regional autonomy they are given. Centralized development is concentrated in the regions with the aim of developing the region so that it is more developed, especially in the area of the regional economy itself. Regulations regarding regional autonomy have also been included in the laws of the Republic of Indonesia, including Law Number 32 of 2004 and Law of the Republic of Indonesia Number 23 of 2014. Judging from the laws above, how important is the role of regional government in development? their respective areas. Green open space according to Law Number 26 of 2007 concerning Spatial Planning is an area that is elongated and clustered which is a place for plants planted by humans or that grow naturally to grow. Green open spaces are open to all levels of society. The law states that green open space development in city areas must reach a predetermined proportion, namely 30%, with a division of 20% for the availability of public green open space and 10% for the availability of private green open space. Innovative efforts to develop and develop cities increasingly rapidly will have the consequence of increasing land requirements to accommodate the development and development of these cities. The potential vacant land that was previously available is decreasing. (Rijal, 2008). Development in urban areas has an amazing speed and this development can be found in all sectors, especially the economic sector. This makes the need for supporting facilities very important. Efforts to fulfill these needs for facilities and infrastructure in urban areas have become a necessity and due to limited land resources, green land conversion will occur to meet these needs. This change in land use will cause degradation of environmental quality
