Abstract
Governmental apparatuses must do discipline. Coming to work and adhering office hours on time is a discipline. It embodies the government-apparatuses to be reliable and professional one. The City Government of Batu has already assigned a discipline policy of five working days with the effective working hours at 37 hours and 30 minutes since 2017 for the governmental apparatuses around. When the apparatuses came office later but went home earlier than the hours, they needed to be asked how the discipline policy implementation was. The aims of research known (1) how the office-hours discipline policy implemented in the Urban-Village Office of Songgokerto of Batu City; and (2) what the factors supported and obstructed it. This research was qualitative analysing collected primary and secondary data by the processes of reduction, displaying, and drawing a conclusion. This research got results that the office-hours discipline policy was well implemented in the Urban-Village Office of Songgokerto. The factors of communication, resources, and bureaucratic structures supported the policy implementation, but an aspect of attitude obstructed it. To fix-up an undisciplined attitude, the City Government of Batu and the Officers of Songgokerto need to develop a commitment to implement the office-hours discipline policy and so do the apparatuses themselves.
