Abstract

Implementation of Government Policy on Management of Village-Owned Enterprises is the goal of the issuance of Government Regulation Number 11 of 2021 concerning Management of Village-Owned Enterprises (BUMDes). However, the problem is that the understanding of village officials and administrators from BUMDes regarding the policy is still very weak. This study uses qualitative methods with data collection techniques through observation, interviews and documentation. Determination of informants using snowball sampling. Data analysis was carried out using the Miles, Huberman, and saldana models, namely data collection, data condensation, data presentation and drawing conclusions. The data obtained were tested using triangulation techniques, namely checking data on the same source with different techniques. The research finding is that the implementation of the Government Policy on the Management of Village-Owned Enterprises has not been fully implemented. This study looks at the implementation model of George Erdwad III which includes four indicators, namely communication, resources, disposition, and bureaucratic structure. From the communication indicators, BUMDes management policies are not yet fully known and understood by policy implementers, namely BUMDes managers. In general, resource indicators have not been able to be maximized, especially human resources. Disposition indicators are seen from two things, namely the appointment of bureaucrats and intensive. These two things are not carried out optimally in the management of BUMDes. Bureaucratic structure indicators include two things, namely Standard Operating Procedures (SOP) and fragmentation. Both of these things have not been seen to be implemented, so that the management of BUMDes has not run optimally. Several factors support the management of BUMDes, namely the presence of abundant village potential resources and support from the local government. The inhibiting factors are inadequate human resources, inadequate infrastructure, and lack of funding support in the management of BUMDes.
