Abstract
The Department of Population and Civil Registration of the City of Malang created the GAMPIL Innovation Program which aims to facilitate the public to obtain residence documents, one of which is the Death Certificate. This study aims to describe the Skill Innovation Program in improving the quality of service of the Death Deed and analyzing the supporting factors and inhibiting factors of the Innovation Program. The type of research used is qualitative. Sources of data from primary data and secondary data. Data collection techniques are interviews, observation and documentation. The validity of the data uses the technique of triangulation theory according to Sugiyono (2016). The results of the study showed that the Tlogomas urban village had implemented the Malang City Dispendukcapil Skill Innovation Program. Services through the GAMPIL Innovation Program have not run optimally in terms of service procedures and completion times. innovation supporting factors in the form of adequate facilities and infrastructure as needed. Whereas the inhibiting factor of innovation: the need for service officers stationed in the kelurahan, lack of awareness and understanding of the community regarding service procedures. The service quality of the GAMPIL innovation program is said to be good, supported by the community satisfaction index data in 2018.
